The Pirate Lord - A mysterious figure seemingly revered and worshipped by pirates in and out of the Sea of Thieves.
Mysterious Strangers - Two strange figures dressed in black with blank glowing eyes. One is named George, the other Gloria
Bilge Rats - A disorganized group dedicated to adventure on the high seas.
Duke - Tavern lurker and representative of the Bilge Rats, he is extremely friendly towards you but seems not to know anything about his past. He has helped the crew of the Lady LeGoon through many of their adventures.
Salty - A talking skeleton parrot.
Wanda - An ambitious weaponsmith with a short temper.
Flameheart - A skeleton lord who once waged war on the Sea of Thieves, but died when his ship, the Burning Blade, was blown to smithereens.
Order of Souls - A mysterious trading company dedicated to revealing the mysteries of the seas.
Madame Olivia - A woman gifted with a better understanding of the magic in the Sea of Thieves and the founder of the Order of Souls.
Madame Olive - The young woman who performed the ritual to set Wild Rose and George free. She is a good friend of Rose.
Gold Hoarders - A trading company dedicated to amassing as much wealth as possible. They hold the only keys to the chests hidden around the Sea of Thieves by the Pirate Lord.
Rathbone/The Gold Hoarder - The founder of the company, was once a member of the Pirate Lord's crew until he betrayed him and took his keys. He got himself cursed at Tribute Peak and lost his mind to become the maniac he is now. He was defeated by the crew of the Lady LeGoon in Shores of Gold and his skull was sold to the Order of Souls.
Merchant Alliance - A trading company dedicated to delivering supplies around the Sea of Thieves and supporting the businesses within.
Merrick - Drunkard fisherman who loves to go monster hunting
The Warsmith - A skeleton who declared war on the outposts, was secretly Wanda, scorned by the Order of Souls for her experiments. She got herself cursed and took on a new identity, saying "Wanda is dead."
Stitcher Jim - Ratty old man who was one of the only original pirates of the Sea of Thieves who has survived this long without dying or getting cursed. Was loyal to the Gold Hoarders until he died in the Devil's Roar trying to Recover a Box of Wondrous Secrets, and was saved by a Masked Stranger.
Grace Morrow - Once was the leader of the Forsaken Shores Alliance, now leads a settlement in the Devil's Roar.
Captain Briggsy - Once a flamboyant adventurer, she was cursed to become a skeleton lord, and subsequently lost her mind. She was defeated by the crew of the Lady LeGoon and her skull remains with Madame Olivia.
The Trapmaker/Trickster - A woman tasked by Briggsy to hide a Shroudbreaker stone. Starved herself to death inside the vault where she hid the stone.
Wild Rose and George - Two lovers who's souls were bound to pendants by Rooke. Their souls were freed and reunited in the Sea of the Damned thanks to you and Madame Olive.
Rooke - Sinister woman who took on the skeleton curse in exchange for the secret to binding souls from Captain Graymarrow, in order to have George's soul to herself.
Tasha - A young tavern keeper who was very close with Briggsy as a little girl. Was disillusioned with the perceived lies of the adventures that Briggsy used to tell her until you found the Ancient Crown from Tasha's old drawings.
Sudds - Old crewmate of Briggsy's. Has an affinity for the stars and is extremely senile. He claims that the stars speak to him. He helped the crew find a Shroudbreaker stone.
The Crew of the Morningstar - A crew of refined pirates who scuttled their beloved ship and who's souls were Marooned by Lord Graymarrow. They helped defend Golden Sands Outpost from the Kraken in the Athena's Fortune novel and sank Rathbone's ship with Mercia when he dared show his face again in the Sea of Thieves.
Eli Slate - Captain of the Morningstar and a clean cut man, revered for his level head and bravery.
Dinger - A Scotsman with a sense of humor.
Fontaine - A philosophical Frenchman who's sister died at when he was very young.
Jill - A crewmate that abandoned ship, afraid of Graymarrow.
Faintheart - Flameheart's adopted son. A scholar who wanted to follow in his father's footsteps and become a pirate, against his father's wishes. He got cursed by the Cap'n.
The Cap'n - A mysterious skeleton lord who despises all other skeleton lords. The original captain of the Burning Blade, he had an obsession with curses, cursing both his cannons and crew, until he was marooned. Cursed Flameheart's adopted son and enlisted his aid.

Brian - The proprietor of Brian's Bazaar in canon, we gave him some mystical abilities in our Forsaken Shores campaign.
